Town councils could take over control of car parks as free parking looks set to end in North Somerset. 

Talks are currently taking place between North Somerset Council and local town and parish councils about the possibility of devolving management of the car parks, according to Clevedon Town Council. 

While discussions are at an early phase, they come amid pushback against North Somerset Council’s plans to end free parking across the district.  

The plans, which the council passed at a meeting on October 16, would see the introduction of charges in Clevedon, Nailsea, and Portishead. 

They are part of the council’s push to balance its budget, as it faces a “financial emergency” and risks having to issue a section 114 notice, effectively declaring bankruptcy. 

At the October meeting North Somerset Council Leader Mike Bell said: “We cannot justify subsidising parking when we are having to cut care services for vulnerable adults and children.” 

But some councillors have expressed fears that the charges could hurt businesses if people avoid parking in those towns altogether. 

There are also concerns about the way the plans were passed, as they were voted for by North Somerset Council’s nine-person executive rather than in a full meeting of its 50 councillors, as well as the speed with which the policy has gone through.  

It is unknown whether town and parish councils can avoid introducing charges if they take over control of the car parks. 

Talks are at an early stage, and an assessment of costs and benefits must take place, but some councillors want more time for this assessment to take place. 

Caritas Charles, Intendent Councillor for Portishead East, said: “I believe North Somerset Council set a deadline for the end of the month for the town councils to express an interest, and I know the town councils have said this is too quick, too rushed, and they want to make sure that they do the proper due diligence. So, they are asking for more time.” 

In a statement, Clevedon Town Council said: “North Somerset Council is currently consulting with all Town and Parish Councils in the district regarding their ‘Delivering Together’ programme.   

“The possibility of devolved management of car parks is part of this programme.   

“Clevedon Town Council has requested full financial information from North Somerset Council regarding the whole ‘Delivering Together’ programme as it relates to Clevedon, including car park management costs.   

“When this information is received then decisions will be made regarding what assets and/or services may be taken on by Clevedon Town Council.” 

A statement from Portishead Town Council said any decision requires careful consideration to ensure it aligns with the long-term needs and interests of the community.  

"Managing car parks involves operational, financial, and strategic responsibilities that must be fully understood before any commitments are made,” it said.  

“Adequate time would allow for a thorough assessment of the costs, benefits, and potential impact on residents and visitors alike.” 

“Portishead Town Council is committed to working constructively with North Somerset Council to explore all options and ensure that any changes are in the best interests of our town.”
